Stablize `uuid` package's `v7` implementation.

At this point I'm not sure how this package could change. Would like to open a discussion to stabilize it.

Yes, I support this. Wanted to use uuidv7 form @std/uuid right now and discovered that it's not in there, despite the description on JSR saying so. Maybe we should change this description on jsr in the meantime to v6 (wip) and v7(wip) or something similar.

v7 is in the package, it's just under an unstable import. It's fully functional.

Ah ok! Then I missed this unstable import. I think it's not in the readme on jsr at all 😄
