org-caldav-todo-percent-states doesn't match custom types and doesn't states

The custom type is list even thou, it is a list in a list with a number and string that is a todo state name.

The other issues is that the variable sync todo states one way just fine, i.e. if you have HOLD and sync it to 0%. But the other way around such as 0% to TODO or HOLD doesn't work as good. Similarly if 100% could turn into CANCELLED or DONE.
