Move Note Header should have current hierarchy prefilled by default

Details

Just like how Lookup Note fills in the current hierarchy of the note on creation, Move Note Header should similarly fill in the current hierarchy be default.

Lookup

• MoveHeaderCommand: the command
• getInitialValueFromOpenEditor: how note lookup currently gets the value

Sorry I didn't comment on this before working on it, but there's a PR at #3430 for this :)

I think this can be closed. The enhancement was merged and is working fine.
