error when importing the WF-tools

Expected behavior and actual behavior.

it should be imported, but it isn't

Steps to reproduce the problem (screenshots are really useful)

go to solutions, import solution, and choose the file, after clicking next, the error message appears image

CRM Version - online/onpremise - WorkflowTools version

Version 1612 (9.0.28.1) (DB 9.0.28.1) on-premises ---- 1.0.61.1
