could not connect to RTL Driver in V1.13

In version 1.13 (latest) I could not connect to the installed RTL-Driver. It says: please go to GooglePlayStore and install RTL-Driver. In V1.12 it connects automatically via localhost:1234

Sorry forgot to say, it runs on a Fairphone2 with Android 6.01
