remove libsasl2-dev from dcenter variant

Problem

These changes do appear to prevent the linux-libc-dev package from being installed, not sure if these changes would cause dcenter compatibility issues though..

$ dpkg -l | grep linux-libc
$

these changes do stop the installation of the linux-libc-dev package, but not sure if it'll cause dcenter compatibility issues; e.g.

delphix@ps-dc-rm:~$ dpkg -l | grep linux-libc
