On Windows, images scaled down are not drawn

When zooming out in a spatial view, the images are more and more scaled down. On Windows, when an image is about 6x times scaled down, it's not drawn anymore. That's relatively easy to hit with SECOM acquisition with an SEM image with a small HFW.

Most likely a Cairo bug/limitation.
