How to compute 21 entries for EDGE_SE3

I would like to test this method on a real-world custom dataset. But I could not understand from the paper or from the code on how to set the constraints, specifically 21 entries.

Could you please elaborate how did you compute those values for the given example input "pose3example-grid.txt"
