volcano should be an optional install
Describe the bug the volcano.sh k8s scheduler is currently installed by default and should only be installed when requested.
@j0hnL I think volcano should be moved into it's own role. What collection should it live in long term?

I commented out the volcano install but we should either 1) make a flag to install (but not default) or 2) As Luke suggested, make it an independent collection or "platform"
