[FEATURE]: Manual PV creation for PowerFlex - use Volume ID and add ability to use Volume Name

When provisioning a volume in PowerFlex manually, (opposed to using the CSI) a volume ID is required.

If the volume is provisioned by the UI / PowerFlex Manager, the ID is not provided and instead a friendly name is used.

Perhaps a developer / app owner would like to deploy a SQL or MySQL app and desired 10 volumes of x capacity. And they'd like a naming convention of SQL-1 through SQL-x

Ideally, that developer can then pre-empt the volumes creation where the PVs are created with their desired naming convention. This would also decrease the need to painstakingly amend the PV's with a dynamically created volume ID from the PFx side.

Of course nothing wrong with retaining the volume ID as an option but from an ease of use / consumption a Friendly name would be easier and the storage admin can spend less time recording the IDs.
