[FEATURE]: Condense `cert-csi certify` configuration

cert-csi certify requires a configuration yaml describing the storage classes to use and there are optional command line arguments such as --vsc.
It would be simpler for users to integrate the command line arguments into the configuration yaml so everything is one place.
