Update dependencies and README

This is still a very useful action, but without updates we can't rely on it.

@colinjfw think we could get this looked at? the outdated node version is causing some noise in actions

Node.js 12 actions are deprecated. Please update the following actions to use Node.js 16: deliverybot/deployment-status@master, actions/setup-dotnet@v1. For more information see: https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/.
