According to whom?

You always have to define criteria for inclusion, and most of the time, it makes sense to follow the UN’s interpretation.

Right now, the UN knows 191 states where sovereignty is undisputed and 15 states where sovereignty is disputed. It has 193 member states.

Any specific countries or states that you feel need to be added (or removed)?
