Empty TableView/CollectionView - PullToRefresh not visible

So i have it working perfectly in case i have much data (view needs scrolling) - my problem is when i have zero or one for example - the PullToRefresh view is no longer active (visible) therefore no refresh action kicks in. Can this be fixed so that even if there is no data - or view doesn't need scrolling - we'd still be able to pull refresh? Thank you.
