Instrument `slight` to visualize telemetry data/traces

Describe the solution you'd like Using OpenTelemetry, we should instrument slight (i.e., add spans) to capability provider function calls to help us diagnose bottlenecks, and easily benchmark our implementations. We could use Jaeger to visualize our traces.
