Combine tests to reduce pipeline time

1. Remove tests/dotnet-ubuntu, and make solutions/dotnet based on Ubuntu instead of Alpine.
2. Remove tests/dotnet-proc-maps, and move the code in Program.cs to solutions/dotnet
3. Remove solutions/python-webserver and move the code in hello_server.py to solutions/python_web_frameworks.
