[aspnetcore5] Microsoft.AspNetCore.Authentication.Test fails due to incorrect AppContext.BaseDirectory

AppContext.BaseDirectory is the directory in which the managed assembly being run is situated at. The test relies on this property to retreive the certificate files required in the test.

According to https://github.com/dotnet/runtime/issues/7887, this is set by the host runner before invoking the managed code. In our case, probably the test runner needs to set this property.
