utf8 characters in url changes on push state

I have some links in my UTF8 tag page like:

http://t1.netkhodro.com/fa/gallery/tags/خودرو

but when i click on it, it changes to:

http://t1.netkhodro.com/fa/gallery/tags/خودرو

First of all, it's incorrect and I wonder why and how it happens Second is when I refresh the page manually it wont detects as خودرو anymore

Which browser is this happening on?

Is your server returning any x-pjax-* headers in the server response for pjax requests?

google chrome mostly and the headers are: X-PJAX-URL:http://localhost:41142/fa/gallery/tags/%D8%A8%D9%86%D8%B2?_pjax=%23pjaxContainer X-PJAX-VERSION:dbc66c0383a1430f9c64c79289eabb06
