Fix Windows install + simplify installation script

The CLI command script for installing install_requirements.py would not work on Windows. This has been fixed by updating and simplifying the script so it relies exclusively on requirements.txt with some small conditionals in code and the file itself for Windows / torch and excluding triton from non-Linux builds.

The bigger picture here is a project to create a package / Docker image / CLI for deforum.
