Context

The team decided to transition docs from Docusaurus to Hugo, with input from key stakeholders.

Summary of Reasons

• same tech baseline as other tools (.go binary)
• can be built in disconnected environments with few dependencies
• can be packaged into Zarf binary
• Only dependency is Hugo - Passes P1 pipeline
• Can use pure HTML components
