Add ability to turn on debug mode in the cluster

Is your feature request related to a problem? Please describe.

Create a configuration option to be able to run Pepr in debug mode inside of the cluster with --inspect='0.0.0.0:9229'

Describe the solution you'd like

• Given someone wants to inspect in cluster
• When they pass a flag for debug in cluster
• Then node adds the --inspect to the pod command
