Validation Metrics collection

Ability to collect and document metrics that provide insights to consumers of given OSCAL artifacts.

One Identified metric is the overhead required to assess the validations present in the OSCAL. IE How much time does this assessment take to reproduce.

Likely this is most relevant to the component-definition and assessment-plan models where we intend Lula to be performing a validation operation

Describe the solution you'd like

• Given a component definition / assessment plan
• When validate is executed
• Then the option is present to include that data as information in the applicable artifact for downstream awareness

Establish a process for keeping track of time during executions and including it manually
