[YSQL] CREATE DATABASE command timeouts in geo distributed/geo partitioned cluster

Noticed that the CREATE DATABASE command in such a cluster takes about 78 seconds. The flag batch_ysql_system_tables_metadata= true also did not get the operation to fall under the expected deadline...
