Rightclick menu "Disable Optional State" and "Turn into an Optional Group" are reversed

On Windows 10 with version 1.5.3, when you right-click a rule the "Disable Optional State" and "Turn into an Optional Group" are reversed.

In other words, the "disable" option shows up on rules that aren't optional. Clicking it shows the warning that disabling it will make it global. And clicking confirm results in no change to the rules. Right-clicked inner wall fog

Likewise, the "turn into"option only shows up on rules that already are optional, and clicking it results in no change to the rules. Right-clicked grass

This makes it impossible to create an optional rule in the current version, though this is the first version I've installed and I haven't checked which version included the bug originally.
