[v2] rogue scanning process are preventing new workload to come

If a scan fails due to low disk space usage (like vulnerability scan). There is a chance for the scan to get stuck forever and it will keep decreasing the workload count. We need to add a defensive mechanism to stop (not restart, pure stop) a scan locally after it reaches some time limit.
