Create conda recipe for mrsimulator

We are having some issues with the binary distribution of the mrsimulator package for windows. An alternative is to look into writing a conda recipe for mrsimulator installation.

@deepanshs Is this issue still relevant? Built wheels (uploaded to PyPi) seem to be working on Windows.

It's okay to have this issue open. It is not a priority at the moment, though. Conda has an advantage over pip in that it checks for dependency incompatibility. pip doesn't.
