Add document upload functionality

Add the ability to upload a set of documents for a user and event and they can access it on baobab. This can be used for travel documents, attendance certificates, etc. Add admin page to upload multiple documents in one go. Send an email to the user when documents are uploaded with the list of documents and a link to access them in Baobab.
