Windows 11 compatibility

It looks like this doesn't function with Windows 11. After registering the DLL, PBO files remain unassociated to any programs. Attempting to manually associate PBOs to Explorer.exe gives an error that files of this type can't be associated to explorer.

I can provide screenshots if desired, but reproduction should be as simple as registering the DLL on a Windows 11 install.

Note: When uninstalling PBO Manager, it broke the settings app and all associated links. I ended up having to do an upgrade-in-place repair to resolve that. I attempted to register the DLL again after the repair, but got the same results.
