File Monitor triggers multiple messages for each update of the server-peers-list.conf file

File monitor should trigger one message only when we update the server-peers-list.conf file. For example here, IMG_4856 IMG_4855 It's fine that it is detecting 3 changements (made at the same time) but should not send 3 connectTo messages, ideally only one connectTo message should be sent.
