politeiawww: Remove support for legacy pi routes.

We are currently supporting legacy www/v1 routes related to proposals, comments, and proposal voting until politeiavoter, dcrdata, and decrediton have migrated to the new API. Once these migrations are complete we can remove support for these routes.

The migration code has been merged in all decred clients. The legacy routes can be removed once decrediton users upgrade for the next hard fork vote.
