[tickets] Allow sync vsp ticket fee when fetch status shows ERROR

Within a ticket details and there is an error returned by the VSP for the fetch ticket status, they should allow the user to then Sync VSP ticket fee and fix that error.

And when that error is received the ticket fee status should be updated to ERROR.
