decrediton can't know about new accounts

If creating a new account in, let's say dcrwallet, decrediton will neve discover these accounts.

It should be possible to re-discover them.

I simple enough fix would be to add a setting param discover accounts, which would force a re-discover on the next start.

thanks for this one @vctt94 👍🏽 happened multiple times, a workaround i use is to manually create the account and then resync the chain.
