New select component

This issue aims to continue decred/pi-ui#310 and focuses on the second integration of pi-ui's new select component into decrediton. In this way, it's intended to fix possible bugs and add new features to this component, if necessary. Also, it's expected the removal of react-select library from the project at the end of the process.
