Gui timeout report on slow cpu/hdd setups while dcrd loading block index

A user in the chats has reported the problem of decrediton running into timeouts while initializing.

I can acknowledge this happens irregularly. My best guess at this point is while dcrd is taking a while for 'loading block index' and the rcp is not there yet the gui timer runs out to fast on slow setups.
