[ticketbuyer] handle vsp fees for tickets that don't get mined

since we allow 0 confirmation tickets to be registered with vspd, it is possible that a given ticket that has registration with vspd complete ends up not getting mined, e.g. at the end of a sdiff interval. vspd already will ignore that ticket and not publish its fee tx, so the client wallet needs to unlock the utxos that correspond to that fee tx for any unmined tickets.
