Delete Account Function

In order to comply with GDPR we need a 'delete account' functionality so the user can close his account on the settings page.

It could be the case that the user still has live tickets with the pool

The function should fire after the user clicked a verification link that was send per email to close his account after initiating it via a push of a button in the settings page

Hi @amassarwi, this requires some discussion about how we should handle cases where a user still has immature/live/expired tickets. If you wanted to pick this up, I would suggest a good starting point would be to join us in the dev channel on Matrix and kick off a conversation.

Ps. Now that I think about this, we may need to add functionality to Decrediton which detects when a VSP account has been deleted and prevents the user from purchasing tickets delegated to that VSP.
