Side Chain Blocks: show disclaimer that the list of blocks is incomplete

Add a notice on top of the Side Chain Blocks page that the list of side chain blocks is presented for research purposes and is not guaranteed to be complete (because ...).

I think we might want to eliminate the /side page. There's nothing particularly special about them, and transactions will already list any side chains in which they appear. e.g. https://explorer.dcrdata.org/tx/fcf79a095661819ca980fcefa120edf228dad650527a7071105ff2fc7b12f866

That page says "Included in Block 437851" but I don't see any side chain blocks.

Oh, duh it's because the backend we're hitting hasn't imported that side chain yet.

LOL, I think that underscores the need for the disclaimer or removing the page.

I don't mind removing the /side listing because I agree it might not be a useful feature on dcrdata. If the relevant sidechain blocks are shown on the tx pages, and if they can be clicked to visit their block pages (i.e. the data for side blocks is stored), then it should be enough.

What is more interesting than just listing sidechain blocks is showing their aggregate stats or even advancing the import/export/sync tooling for side chain data to make it available to researchers as suggested in #1673. Researchers can generate more exciting findings from the data than just listing it.
