dcrpg: auxiliary queries should be canceled when sync-related queries start

When queries related to dcrd sync, such as new blocks and reorgs, must happen, other queries like address balances and charts data updates should be canceled automatically so the important queries can happen expeditiously.

Is this potentially a good fit for the Good First Issue (GFI) twitter account? Doesn't seem like it, but testing out GitHub's new GFI finder, this pops up as a potential GFI.
