Ticket Price chart: use full Y axis for Tickets Bought

Ticket Bought chart has an unusable Y scale of up to 22K tickets, although in practice the average is 720 and a theoretical maximum is 2,880 (if 20 tickets are bought in each of the 144 blocks of the window).

Please make the Y scale to have some practical top (1,200?) and extend it if there is a data point on the chart that needs more.

If possible, please also show a non-intrusive horizontal line at 720 to represent the theoretical target (5 tickets x 144 blocks).

This could be tweaked, I agree. However, the Tickets Bought part of the chart itself has a contentious history. The first issue is that it's of limited value on the ticket price chart since it is hard to see the affect on ticket price. Regarding scaling, we can stretch the y axis, but then it starts to visibly obscure the ticket price line, especially over larger time scales since ticket price generally rises while tickets bought is bounded.

With Ticket Price hidden, the Tickets Bought y scale can be stretched. i.e. image

For context, I keep commenting on issues to make dcrdata finally replace that dcrstats for me. It has a nice (and very fast) chart of ticket price and tickets bought that helps me quickly see when it's time to buy tickets.
