add window column to block view

On the /blocks page, likely before Height, a Window # column can be added. See the window view where this number is already shown. The purpose of this would be to easily see on what block the window changed when using the /blocks view.

Since there are already so many columns, and this one would change relatively infrequently, I suggest inserting a bit of text next to the block height to indicate the start of a new ticket price window. For example, next the row for 332929 could show "332929 (sdiff change)". Or instead of "sdiff change" perhaps "ticket price: %f" or whatever.
