Nothing happens when I ran installer

I downloaded https://github.com/dechamps/laplock/releases/download/laplock-0.2/laplock.exe, but found that the program seems to be immediately exiting without ever showing any windows.

There is no installer. The executable you ran is laplock itself, and it has no user interface. If you look at your process list in Task Manager you should see that laplock.exe did not exit - it's running in the background. That means it's working. At this point, if you close your laptop lid or wait for the screen off delay, laplock should automatically lock your computer. See the Usage section in the README.
