Taskbar loses always on top when Notepad is maximized

As originally reported by @BlockyTheDev, in #3, on Windows 11 22H2 22621.1105, simply maximizing Notepad will make the taskbar lose always on top (yes, really!), even with RudeWindowFixer on. At first glance this seems specific to Notepad.

I wonder if this could be a special case of #4.

I have created a Feedback Hub entry, as I have not found one that describes the problem there.

Small update: The Feedback Hub entry status was changed 22 hours ago. Looks like they are working on it.
