[proposal] Isolate signature suites as individual packages

The @veramo/credential-ld package now contains implementations for the signature suite/key wrappers for EcdsaSecp256k1RecoverySignature2020 and Ed25519Signature2018.

These should be isolated to their own packages to improve modularity and encourage other suites to be added without risking the dependency hell of LD
