Support BLS Key(s) within Veramo Key Manager

As a user of Veramo I would like to create and use BLS Keys in order to create and verify Signatures.

Acceptance Criteria

• Support BLS Keys within the Veramo's Key Manager
• Be able to resolve BLS Public Keys within the following did methods: -- did:web -- did:key
• Also see https://github.com/mattrglobal/bls12381-key-pair
