Information about hosted UR instances
Based on recent discussions in the I&D WG about hosted instances of the Universal Resolver e.g. at https://dev.uniresolver.io/ and https://resolver.identity.foundation/
This describes that there is one development instance of the Universal Resolver hosted by DIF itself, and then there can be a growing list of known community-hosted instances with different guarantees and characteristics. At some point in the future, those community-hosted instances could potentially be reachable via a load balancer, or DNS-based round-robin mechanism, etc. (TBD).
Leaving this open a while longer to see if there is feedback from DIF or others, and to further discuss some aspects of this proposal.
