Top notification rework

Rework the top notification message with the new iteration:

  • [ ] The top notification fades out after 8 seconds if no new notifications appear
  • [ ] If a new notification arrives, it will be shown in the top notification after 5 seconds from the previous one
  • [ ] If additional notifications arrive the top notification will show the counter of notifications
  • [ ] Clicking on the top notification with the counter will take to the notification panel
