Validate and support most networks on PRIVATE_KEY deploy

What?

When using the PRIVATE_KEY env variable that allows users deploying without opening the linker-app we should validate on CLI side, this issue depends on #317 (that should be able for dcl deploy command when using PRIVATE_KEY)
