Feature Request: Editorial Workflow on individual collections

Feature Request - Currently you can only have editorial_workflow on all collections

- You should be able to put publish_mode: editorial_workflow on individual colletions.

This is crucial for me because I am using one collection for the users to configure their site. Having workflow in this collection doesn’t make sense. On the other hand I love this feature so am loath to turn it off!

There might be other places in the code that reference editorial workflow and don't use that function.
