The latest build no longer relies on `install.toml`.

Since exit code 0x3 is `ERROR_PATH_NOT_FOUND ` I suspect that the real issue here is the installer didn't copy the .dll files into the installation target the first time.

By default pressing Ctrl disables/re-enables the input method.
