bug: Networks go missing when Upgrading to zerotier 1.16.0 from zyclonite/zerotier-docker

Bug Report

ZeroUI version:

latest

Current behavior:

If we pull the latest version which includes zyclonite/zerotier-docker version 1.16.0, then in the UI we can't see any networks not can we create any networks.

Expected behavior:

Existing netowrks should be visible and it should be possible to create new networks.

Starting with version 1.16.0, the controller is no longer included in the official release and now requires a commercial license. However, it is still possible to compile 1.16.0 with controller support for personal use only. https://github.com/zerotier/ZeroTierOne/blob/dev/RELEASE-NOTES.md
